First and foremost, you’ll need to have completed the event quest line up to and including the final boss battle.
If you haven’t done this, you won’t be able to get the Valance king’s raid.
Once you’ve completed the event quest line, simply talk to the NPC in your guild hall who gives out daily quests. He will give you a quest called “The King’s Raid: Valance”.
Accept this quest and complete it by defeating Valance in combat.
